mini box remote not compatible with my TV?

I have not been able to program my remote to work with my TV.  I can change channels with the  mini box remote, but the remote will not control my TV.  I've researched all the codes for my type of TV and tried them all, but none of them work.  Could this be a faulty remote? Is it possible that my TV is too old to have a code?  (it's a Broksonic TV/VCR combo)
