Is cox throttling uploads to twitch.tv

This is really getting out of hand, I googled that exact phrase and I see there are a ton of threads on that very subject both here and on the twitch.tv forums.

There is obviously something going on with the connection between twitch.tv and cox. Every time I stream it starts out fine and all of a sudden a few minutes later I start dropping frames and then MY WHOLE INTERNET starts going down. I hardly ever lag in games but when this is happening everything slows. Other websites, games, downloads. Speed tests become random and take forever to complete, sometimes i get 1mb upload others 4mb sometimes even up to 11mb. This is all triggered from streaming on twitch or hitbox for that matter.

It appears as if cox is having a hard maintaining constant upload speeds. This has been going on for quite sometime and it's very frustrating because I get a substantial  income from entertaining on twitch. 

Can someone shed any light on this issue?!? I've called cox countless time and it's the same mind numbing spiel. A tech is coming over on Friday but i doubt he'll get anything done.

ISPs need more competition, I was such a strong advocate of cox and now I'm considering moving away from them. Sad.

The upload speeds when being maxed out it would effect download speeds as upload is still used to verify packets. But we do not throttle the connection for any sites. Are you seeing the same issues through the day when you attempt to stream or only at specific times?

On cox's speed tester I get up to 11mb UPLOAD and 40mb DOWN, I know these are wildly inflated but when I stream on twitch or hitbox (the only two ive tested) the absolute max I use is 3.5mb, so I doubt I'm going over. The times I've called I just get told that I share the internet connection with other people in my area, which is fine, but I've streamed at midnight and I still experience these issues which are very easy to reproduce. 

It just seems as if cox can't handle CONSTANT uploads. I had no trouble streaming before until about 3-4 months ago. After doing some googling it appears that a lot of people are experiencing the same thing. I don't exactly what you guys consider throttling but if what I'm experiencing isn't, then I dont know what is.

I start my stream and it'll be fine for a few minutes, then I'll start dropping frames due to packet loss, at this point my game starts lagging out and my internet just seems to go down for the duration I continue to stream and it wont stop until a few minutes AFTER I stop streaming and reset my modem.

This is really annoying because I made a decent amount of money from streaming and I have not been able to do it because of w/e problems are occurring between twitch.tv/cox. All I keep hearing is "we dont throttle" over and over which just leads me to believe you guys probably just call it something else.
