Internet Interruption Issues (Pauses and Rubberbanding)

I use my internet to play online games constantly, and an issue has been evident from when I first got Cox High Speed 100 mbps internet until now. Doing anything other than playing online video games is fine on this internet, exceptional actually, but when playing games it is evident that every ten seconds to a minute there is a pause. Everything freezes for about one to three seconds, it sounds like it doesn't mean much but in competitive games it completely ruins the flow and can (and often does) lead to my in-game death. I love playing games, and it's how I spend lots of my free time, please respond.
