Installation charge

I already have Internet service, but thinking of upgrading. Why do I have to pay installation charges again?

I guess it depends on what your upgrading. If your upgrading to ultimate, that requires a professional installation. If your just upgrading to anything below ultimate I think there is just a 5-10$ service change fee and that is sometimes waived.
