I have already contacted Cox Tier 2 tech support about this and they have already posted a ticket to get my case analyzed, but I was wondering if anyone else is having the same issue as me.
For the last few days, I have noticed that Cox is grossly underestimating my data usage. For example, on June 3rd I downloaded a game I bought, Watch_dogs from Ubisoft, which was ~15GB of data. When I look at my data meter, it says I used about 1 GB. The last few days, I have been streaming a lot from Amazon, but it is saying I used virtually no data.
I am fine with it under-reporting my data, but I just want to make sure it doesn't start over-reporting. Does anyone else have similar issues?

I wonder if the usage is monitoring by IP and isn't updating fast enough when IP's change. Would probably effect areas where there is a shorter IP rotation period, and might explain why its getting worse. Another words, perhaps your underestimating is causing them to over-estimate others. Just a thought.
But to answer your question; yes. Lots of others have had similar complaints. Some legitimately and backed up by facts, others just general "well it worked fine yesterday" kind of posts. Here is the latest one.
