Change remote batteries, re-boot DVR?

My DVR remote control batteries needed changing. After I did so, the remote would not turn the DVR on. The switch on the DVR front panel would not turn the DVR on. After a cold re-boot of the DVR, all was well. Just for grins, I took out and re-inserted the remote batteries. Again, the DVR would not turn on until a re-boot was performed. Is this normal?
