Cannot Watch Fox TV Cosmos Season 2 Episode 13 online

Cosmos Season 2 Episodes 12 and 13 have been locked by Fox TV, so it can't be watched online from the cosmosontv.com website.  I tried creating a Fox TV account, but this was unsuccessful: the last message I was given was "We need more information from you" but no fields to fill out and no email came.

I returned to Cox to watch tv online, searched for Cosmos. The results are very badly displayed: no season or episode number to identify and distinguish one from the other, and Season 2, Episode 13 is not among them. 

I do not understand why Fox locked the episodes or why Cox is not offering the season finale.

Please advise.
