So here's a pretty straight foward setup.
I've got a Samsung 7100 series tv & onkyo tx-nr626 reciever and (had) one of the older motorola dvr's & a bluray player.
The way it was working, the motorola stb was going into the settop hdmi port on the tv, ARC port on tv was going to receiver. CEC was working properly, ARC was working properly (with DD). BDP was hdmi direct to another receiver port for bitstream decode/processing.
Behavior was perfect. Power on tv, stb would come up, receiver would come up and switch to ARC which came from the STB back through the TV over hdmi. Perfect. Same deal for bdp powerup path... Hit the power button/eject on the bdp, tv would power up, switch to hdmi2, receiver would power up and switch to it's input1 (bdp). Either way, turn off the TV, receiver & stb would power off from CEC, just like it's supposed to.
Today the motorola dvr was replaced with one of the cisco 9865's, and since then with factory resets on the tv & receiver, cec's not working between the tv/receiver, although it is still between the stb & the tv, and ARC is not working. Cabling has all been validated & replaced, the only thing that's different is the cisco stb, everything in the path now is hdmi1.4a, where the old stb was an earlier hdmi implementation.
Anybody seen anything like this?
