If I want to set up an e-mail account for my child, does that mean I have to set her up as an authorized user and she can log in, view my bill, make a payment and change my payment method?
All I want her to be able to do is access her e-mail account. How do I do this?

You don't have to make them an authorized user on the account as far as I'm aware. Last I recall setting one up it's go to cox.net, sign in, click your internet tools, then email, then click add new email address.
Realistically though, go create a gmail or yahoo account, it's free, avoids all the downtime drama of the email lately and you don't have to deal with any of the issues with isp email nor the account information being shared.
