I am trying to set my mothers tv up to show pictures on her 32 in Insignia TV. It willonly show up with the picture set up in the middle of the screen with black on both sides. what might the issue be?

What the make and model number of the cable box you have?

Are cable boxes capable of storing digital images? Perhaps this is a feature on the newer boxes.
If you're not using the cable box, what device is storing your files? How is the device connected to your TV? What software are you using to display the pictures? Why did you title your post "720 p?"
