None of the suggestions have helped. I have received some messages in my Spam folder, but none of them are from the list that is being blocked somewhere. Any more ideas? Cox email support seems to be stumped and has given up.

I don't think there is much more you can do other then use another email provider. You could try emailing Cox at unblock.requests@cox.net AND unblock.request@cox.net to over your bases, although it probably takes a while and they don't respond to emails. Don't forget to send the email as a ATTACHMENT otherwise it will be blocked as spam. Cox just doesn't support email like they used because it being outsourced to Rackspace.
