Flashing Power bar.
Power bar (Blue light) on Contour Box only flashes, unplugged the power cord and plugged it back in and nothing still the same. Only thing on my screen is ,"Welcome, Bienvenido,Bienvenue."

I don't know about the flashing, but the Welcome is a reboot. Has the Contour box worked before? The box may be trying to reboot on a congested network. Did you have any recent power outages?
You could either wait it out or try logging into your Cox account to reset the box (reboot vs reset).

call cox over the phone & have them re-set, which will include updates.
