Contour App on My Laptop Outside of My Home Network
Can I watch recorded shows on the Contour App or on https://watchtv.cox.com/ when I'm not at home?

I think you'd need a Cloud DVR. At first glance, if you want Cloud service, you may need to rent a bunch of equipment. Also, anytime to watch a recorded program from the Cloud, the same program watched multiple times will always count against your data cap.
