Simultaneous Ring and nomorobo

When will Simultaneous Ring / nomorobo be available in Gilbert, AZ ?  My bill says I have the nomorobo feature, but when I go to phone settings to activate Simultaneous Ring, its not there.  I have been waiting several months for this service to be active.  When I call and ask a CSR, they always say a few weeks.
