Internet Ultimate subscription and upload less than 1mb since March 29th (North Phoenix, AZ)

Like everyone else, since I'm working from home now, download and upload speed is crucial.  My downloads are fine (300mb down), but my uploads are less than 1mb the last 24hrs +.  I noticed yesterday there was an outage in my area, but thought this would be resolved. I contacted Cox via phone and they mentioned all looks well on there end and to give it another day.....
