Cox Security Router and Home Router

Was curious as to whether the security router could be installed/run/accessed separately from my home router; because I continuously experience issues accessing my cameras for video and I access a few wireless apps all the time, but the only problem is with accessing cameras.  How would the install work if i didn't have internet and is there a separate charge for the security router/How Much?
