Is there a difference between "Blackout Period" vs. "Outtage"?

If so, please explain.

Kthayer1, the "blackout message" is typically used when we have a channel that is blacked out because the programming for that channel is being transmitted through a different channel(usually a local station). An outage refers to a complete or partial service issue that impacts several customers in an area.
