So a few months ago we tried making the switch to COX from AT&T here in Gainesville, FL. Technician came out and said the wiring in our house was too old and would have to be replaced in order to use their service.
After researching it more, it seems RG-6 cable is what we would need? I'm wondering if I could simply buy a cable like this one, and have it run from a faceplate in the room where the modem would be, outside through a drill hole, below ground a few inches, and to the box outside on the wall. Would that be enough for the technician to do the rest of the work at no charge? Is the connector on that cable what would be needed?

Our installers typically use bulk quad-shielded RG-6 when doing installs. I can't speak to the quality of what you linked however that is the general idea. This sounds like the type of situation where you might benefit by going with a professional installation. That would cover basic installation of necessary cable outlets.
