A winmail.dat file is a Outlook/Windows Mail file specific to the program and cant be opened with other email clients or Webmail. Depending on what was sent you may be able to open it in Outlook or a version of Windows Mail but more then likely the sender sent the wrong file.
.dat files are used by Outlook to preserve rich text format. The email client (Outlook express?) your using can't read it. You would either need to use a client that can, or ask the sender to send via plain text or HTML.
