WIFI cloud
Is there any way to get content off of my Cisco 6 tuner DVR to pot on a flash drive for times when I don't have internet access. I bought a portable WIFI cloud for camping and I want to put my girls movies on it.

In short; no.
Long answer; You might be able to access the content, via HBO GO website, iOS or Android App, with extra equipment and using the DVR's streaming protocol. All of these depend you have internet access to watch. There is no legal way to make a digital copy of something you have recorded on the DVR.
