What is the expanded service charge not yet billed on my account?

I just recently added an HD homerun tuner to my network which requires a cable card. Picked up the starter kit which btw I was not told that was gong to be billed to me for $21.99 for a couple coax cables, splitters and a filter that I did not need. Of course installation did not go smoothly and required a tech to come to my house and replace the cable card and tuner box. My cox package consist of the essential package and that is it. I looked at my account to find the starter kit amount of $21.99 and also a charge of $49.00 for expanded service under recent charges (unbilled)! I did not add any services besides adding a cable card which is suppose to be a $2.00 a month charge. To top it off the very nice service tech took the extra cables the rep at the Cox cable office gave me that I didn't ask for and he also took my personal USB cable that I was using for trouble shooting my non functioning cable card and box combo given to me at the Cox office. It would be nice if they would ask the customer if he needs splitters and cable and inform them they will be charged for them and what the *** is the expanded service charge? BTW I am getting more channels than I should and nothing was mentioned about that either. Do they usually give you some free channels for a month or so? It says I have the Essential package on my account.
