Watching DVR Recorded Programs on Other Box

Can I watch the programs I have recorded on my DVR cable box on a TV hooked up to box that doesn't have DVR?

First, you tell me 1) the model numbers of your DVR and receiver, and 2) how you have them wired.

My DVR is a Cisco 8742HDC, my other box is a Cisco 4642HDC. 

The coaxial cable coming into my house goes into a three-way splitter: one coaxial line goes to the 8742HDC, another coaxial line goes to the  4642HDC, and the last line goes to a room without a TV.

Looks like a standard hook-up. On your 8742HDC remote, go to SETTINGS->RECEIVERS->DVR Network. If "DVR NETWORK" is greyed-out, and going to it gives you a "This function is currently unavailable" message, you do NOT have WHDVR, and the answer to your original question is no.
