will a comcast used motorola dcx 3400 work on my Cox starter cable connection?

No it won't work.Cox won't activate a cable receiver that isn't from their inventor.
You can rent a cable card from cox. Then use a OC tuner, or Tivo, or PVR.But you won't be able to put the card into the "used" box.
