Why is Cox blocking all the torrent ports? If they are not (if someone has it working), what ports are you using?

There are no "torrent ports". The port used is either set in the client or determined via UPnP. see here for what ports Cox DOES block. What router/gateway do you have and is UPnP enabled? Also, which torrent client are you using?
Overall, my guess is a firewall is blocking your client from using UPnP . See here for more info. Try disabling your firewall or bypassing your router and see if it works. If so, you can later either port forward or add a firewall exception depending.
