TiVO HD Doesnt Work

Tivo will not pair or work with the cable card.  Have attempted numerous configurations.  Not sure where to start to troubleshoot, trackback where the first problem may be.  

Have some pretty odd configurations from the wall with splitters, reducers, filters, etc from when the first Cox tech was here over a year ago to put internet in.  Got the home kit for the cable card install and it's not going well at all.  

Would love to have some basic ideas from the wall out on where a split happen to go to modem then to the cable side of things.  Beyond that the cable card was paired today over the phone and the phone tech said everything should be working, but its not!
