Super Slow Download and Upload Speeds
Hello ~ Upgraded my internet to Premier package and only have 14 Mbps download and 12 Mbps upload. Equipment is DOCSIS 3.0 Gateway linked with a Belkin Router model no. F7D3302v1. Any ideas how to fix? Thanks.

First thing that stands out is your have a router connected to a gateway. That is usually a bad idea. Do you have the gateway in bridged mode or the router in AP mode? You probably want to exchange the gateway for a stand alone modem to work with your router.
Also, try connecting your PC direct to the Gateway and see what your speeds are that way.

Disconnected router and download speeds shot up to 66.62, however, upload is still lagging at 11.

I don't think they user powerboost anymore, at least not on the upstream, so 10Mbps would be normal. See here for more info on upload/download for each plan/tier.
But it looks like either your router is the bottle neck, or the use of a router on a gateway is causing the problem. Is there a particular reason you're using a gateway instead of a stand alone modem? Is that just what they gave you?
