Severe imbalance in DL/UL speed ratio. I can upload at 10+x the speed I download at?

I've been getting several weird issues of erratic and severally limited download speeds, yet uploads are lightning fast.

I'm not sure what the problem seems to be - other than perhaps the lines are so overcrowded that at no (other than once) have I actually reached near my plan's upload speed.

Can you give some context of that data? Is it measuring speed or throughput? Is it a test site or a service of some type?

In general it seems there is a 50ms spike when your download dips. Can you do a tracert to where ever that test is testing from?

I am currently subscribed to the Premier internet package for Cox - 50Mbps - yet it seems I am capped somewhere in the 5 to 6 Mbs range.  And it shouldn't be line noise or attenuation, as I have hi speed uploads over twice my download speed. 

Unfortunately none of these have IP addresses so I can perform a tracert - however running a tracert to google.com comes up clean:

Well I notice 1-2ms. IS that wireless? If not, that could be "part" of the problem. Try Ping -n 50 192.168.100.1. If wired you should see a steady latency of >1ms to 1ms max. If your getting spikes in latency, that could point to a network issue. Can you bypass the router and do a speedtest and ping test
