Premier speed fluctuations

Last night around 11pm until atleast 2 am (when I gave up trying to use the internet) i was getting less than 4meg download speeds. I just ran the test again and it is only at 20 megs now. 

I'm unable to use the Data Usage Meter because it tell's me mine is being updated and to check back in 24 hours......

And I don't think this is an issue in my house because 1) i see a lot of other posts about the same slow speeds. 2) co-workers are also receiving reduced bandwidth 3) I just updated bought a new Asus router this week and I'm receiving slow speeds on both routers...   

What is going on over there Cox?

If it drops below 20 again tonight, I'll probably be looking to change my internet service to someone more reliable.
