How many Cox facing devices can I connect directly to my cable modem? I currently have one router and I'd like to add on another device, but even with a switch, neither device works in that configuration.

Multiple Computer Access (MCA) is no longer a option offered. They removed it about a year or two ago? Your two options would be to get Ultimate Tier, which comes with 3 DHCP (NOT Static) IPs, or a Business account, with up to 8 IP's (Static or DHCP).
Ofcourse you can always use a router for free to connect multiple devices to the internet. May I ask what the reason is you need more then one public IP? Perhaps I might be able to think of a work around.

I'm trying to troubleshoot a site to site VPN appliance to work from home. I have random errors with the VoIP phone connected to it rebooting. The techs wanted the VPN upstream at the cable modem as possible...I don't think that will address the problem since there are no issues being logged on the VPN device (I think it's the phone...not the VPN). It's maintaining connectivity w/o issue for days/weeks at a time.
I put the VPN in my DMZ and I'm running it that way for now to see, but I anticipate no issues.

May I ask what the errors are? Are they NAT related? Packet loss or latency? Application Level? If its rebooting every 2 days, could be a IP conflict or something similar.
DMZ is a good start. You may want to look up what DMZ bypasses on your router. Sometimes it will bucket any unknown NAT to DMZ, other times it's just a SPI bypass.

The VoIP phone reboots after usage. I see no packet loss from the PC connected and when I purposely create a situation where the phone crashes (say at 20 min phone call), I can continue to ping across the VPN, download files, etc w/o issue.
