What could be the issue here? I've already power cycled the modem numerous times, and confirmed that i still get 100mbps when I plug the modem into the outlet in the previous room it was in.
Is this an issue that can be resolved over the phone, without sending a tech out?

I'll just add that this issue persists regardless of being connected through a router or not.

The signal levels are probably weaker on the outlet you moved it to. You can check them usually via the 192.168.100.1 but I can be more specific if you tell me the model number.
ProTip: If you do have a technician out to look at signal going to the modem, feel free NOT to mention that you moved it. Might save you some money because technically they could charge you for a "modem relocate".
