Macroblocking in SE Phx / Chandler
Is there a known issue in the Phoenix/Chandler SE Valley with the video feeds?
I have been having Macroblocking and signal drop-outs on all my TiVos and even the Cox STB, a 4240HDC
The issues started on Tuesday afternoon/eve 05/31/16
My Signal levels are all normal, but I am seeing some high RS Corrected and RS Uncorrected values.
CNN HD 1036 is by far the worst, But all recordings are showing similar periods of Macroblocking and signal drop-outs

I called Tech Support this morning 06/02, and asked to have a line maintenance tech come out and check for ingress at my pedestal and the amps in the neighborhood. I was told someone would be out today.
I am still having video issues, and believe the noise issue is external to my residence.

See any issues with your internet service? Signal levels the same? Do you see it on any particular group of channels? Knowing what general frequencies are effected would give the technician a head start when they get there.
Also, does the macroblocking have a clear checkerboard pattern or is it more or a tearing and blurring of the picture? If the latter, may be a issue at the head-end. Does Cox still have a escalation path for channel issues like a "channel issue form"?

Tonight, I reset all my tuners and rebooted the TiVos and so far I am not seeing excessive RS Errors, maybe a tech swung by?
EDIT : I spoke too soon, the RS Errors are climbing into the hundreds. Temps could reach 117° on Saturday, so this could get bad if not fixed by then.
More tearing and horizontal lines, and brief freezes, It seems to be mostly the copy protected channels, locals are mostly good, but locals were still showing high RS values.
CNNHD, USAHD, FXHD, MSNBCHD, BravoHD
Most of these channels are in the 500-600MHz range, but so are the locals
Internet has been fine and the eMTA shows:

Channel 1: 0.4 dBmV 37.2 dB
Channel 2: 0.8 dBmV 37.2 dB
Channel 3: -0.2 dBmV 37.0 dB
Channel 4: -0.9 dBmV 36.6 dB
Channel 5: 1.8 dBmV 37.7 dB
Channel 6: 1.6 dBmV 37.5 dB
Channel 7: 1.3 dBmV 37.2 dB
Channel 8: 0.9 dBmV 37.2 dB
Upstream Channels
Power Level:
Channel 1: 34.5 dBmV
Channel 2: 32.5 dBmV
Channel 3: 34.0 dBmV
Channel 4: 35.5 dBmV

I dont' watch much live tv but my recorded shows (June 2) had a higher occurrence of "tiling". I am in SE Phx. I am glad you mentioned this because my first thought was that the DVR was failing.
I did not have any of the horizontal black lines.

My issues have cleared up, resolved on or about last weekend
Based on the other feedback it appears this was a wide spread Cox issue, I am surprised you are just now chiming in.

@brian, i am now watching shows i recorded on June 7 and 8. Those were 2 bad days for watching tv. Lots of freezing and refusal to fast forward. Lots of times when the tv show would pause itself for 10-60 seconds before restarting. I thought it was my dvr but your thread made me realize that my dvr was not the problem.
Things are much improved today.
