Live stream stutter and in game lag with sporadic ping.

Hi I was wondering If I could get some help regarding what seems to be some sort of latency issue. I'm not really sure where to start but my speedtests seem to run normal and speeds are the same up and down wise but when I go to watch a live stream it stutters a lot when this used to never happen and I could watch as many streams as I wanted live in 1080p. Videos have trouble loading and keeping up on demand. Games are a nightmare with my ping being everywhere and lag to where I can't do anything in game but stand there. Tried multiple games and streams and same issue occurs. Any help would be appreciated. Thanks.
