Is Cox aware of Start Over feature and could/will Cox provide its features in the future

I just spent a month with my mother in Tampa Bay Area of Florida (zip 33573).   She has Bright House Networks'  cable service.  They offer a fantastic feature called Start Over, described at http://applications.brighthouse.com/start-over/ .  Note that no DVR is required only a Digital TV box.

What You Need

A Bright House Networks Digital TV box and remote. That’s it. A Start Over prompt will automatically appear on shows able to Start Over. Just use your remote and follow the directions to restart the show.

And if you miss a show you wanted to watch, you can even Look Back. Just go to the Menu, find the show you missed up to 72 hours ago, and start it over. It’s that easy. That certainly is an interesting feature.  I see it noted that it doesn't work with all channels/programming however.  DVR service would better circumvent that limitation.  T'hanks for the link, it's definitely an idea to explore further.

Did not try every channel but It worked on everything I tried except the shopping channels.    My mother doesn't have DVR service.  After seeing this feature I don't think that she needs DVR service or it would be worth the extra expense and complication for her (89) and my dad (91).
