how do I import my contacts from my old email address?

You can't directly import contacts from a email, your first have to export the old contacts to a CSV file so you have something to import into your new email. Who was your previous email provider? Where did you store your contacts? Once you have them, you can either import them into Outlook or Cox webmail. I can give more instructions once I know more about your situation.
