I pay for Premier service @ 100 Mbps, but I only get 32 Mbps

I am currently paying for the Premier internet service which is supposed to get up to 100 Mbps. However, I have only ever been able to get 32 Mbps. The speed test results are very consistent . . . 32 Mbps EVERY time. I have spent numerous hours troubleshooting on my own and via chat with Cox support. A technician has come to my house and checked out everything (even though he was 9 hours late for the appointment). He was unable to identify any problem in the house related to my equipment. I have a Cox-recommended ARRIS Surfboard SB6141 modem. The technician indicated that the problem must be outside the house and said that a different technician would have to come check it out. SURPRISE!!! . . . no technician ever showed up. After chatting for another hour with Cox support, I finally convinced them to send a technician to check out the situation outside. SURPRISE!!!! . . . no technician ever showed up. And now the problem has expanded to an intermittent connection problem where some web pages will not fully load (independent of the device trying to load them). I'm not sure what to do from here. I feel like I have been burning money or flushing it down the toilet for the past several months. I've also wasted countless hours trying to figure out the problem. It seems like something in the Cox system is limiting my service to 32 Mbps (since the speed test is so consistent) . . . Nobody at Cox seems to have a clue. Does anyone have any ideas?
