Are you looking for a wireless connection? If not, all you have to do is move the ethernet wire from you old PC to the new PC, and then disconnect/reconnect the power to the cable modem.
If so, there are alot of different ways to go about it. Do you have anyone that can help you set up a wireless router? You can buy one from Cox, but then you have to set it up, or you an pay for them to come out and install it, or you can buy it from a normal store, and even ask a friend/family to help you or hire someone like the GeekSquad.
As for the TV caller ID, first try disconnect/reconnecting the power to the cable box and letting it fully reset. Then go into the settings and make sure it's enable. Actually disable and enable it again to be sure. If still not working (you can test it by calling yourself from your cell) then you will have to call Cox and they will put in a ticket. If you call, ask them to "remove and re-add the cable occurrence" as I have heard that can sometimes fix it.
