How to get Cox to deal with packet loss?

I'm having horrible upload speeds and constantly getting disconnected from games as well as randomly get 'site not available' while browsing the internet.  There seems to be a lot of packet loss going on outside my immediate network.

Here's also my upload speeds recorded from testmy.net which show speeds of less than 1mbps (I pay for 5mbps)...

My download speeds seem unaffected and every technician I talk to says my modem is reporting strong signals of 50mbps/5mbps (what level service I have).
