I am getting emails sent to my spam folder that I want in my outlook.
I can log into the webmail and mark them as not spam, but it doesn't look like I can mark the senders domain as trusted.
The sender is a law office and I need to get these emails.

There's an option to report the messages as not spam and you can also forward those emails as attachments to thisisnotspam@cox.net. What also may work is setting your spam filters to tag spam as - Spam - deliver to the inbox or go to Settings in webmail and configured the Allow and Block senders.

I configured allow and blocked senders and put the domain in the excluding area. But the email is still getting sent to my spam folder on the webmail. I need to get all of these emails.

The spam filters cannot be edited by the user. You can report them as not being spam by using the this is not spam function and so long as other are not reporting them as spam they should be allowed through in time. You may meanwhile wish to set your spam emails to be delivered to your inbox and use outlook to sort them.
