getting 7 Mbit download from a 100/10 Mbit Premier package for two weeks now

It's been snowing a lot here in the Hampton Roads area so I assumed that must be causing it. However, it's been two weeks now and it's still the same. Prior to two weeks ago, I was getting about 92 Mbit download speed. Since then, I NEVER go past 7 Mbit when I check speedtest.net (doesn't matter if I check at 4 in the morning or 8 at night).

Is anyone else in the Hampton Roads area experiencing this?

EDIT:

Some info about my setup:

* Motorola SurfBoard SB6141
* Medialink Wireless-N Router
* Cox Premier 100/10
* signal levels - »i.imgur.com/CR8Csdu.png
* no user tweaks
* connected wired
* have you tested speeds bypassing router? => yes, same result (below 8 Mbps download while upload speed is as advertised)
* are other services such as phone or tv affected? => no, only my PC is connected directly to the modem

Signal levels are in the normal ranges for cable modems - downstream power levels should be between -10 to +10, SNR is above 32.  Upstream power level is less than 50.

I do see a variance in the error correction on the different channels (esp 48) - it shows 6 out of every 1000 packets have some sort of delay or drop on that specific channel.  That shouldn't be a problem, as it's using 8 different channels bonded.

I'd recommend checking the modem log, there might be frequent sync/t3/t4 issues causing problems.

I'd call in to tech support and have them check if they have a modem polling log - that should give a historical look at any changes in signal quality.  Also have the rep verify that your modem is provisioned correctly for the speed, and that your account shows the correct service level.

@TiffanyR: I've already sent an email with a link to this post and also included my home address.

@grymwulf: Thank you for the detailed reply! I'll make sure to ask those questions when I call in tomorrow!

EDIT: Chatted with a rep and found the problem: "I am sorry, I see that in your area we are having a maintenance, the fiber have damages and they are replacing it, this works started the 02/24/15 and have an estimated end time for 03/10/15. I do apologize for the inconvenience this may have caused you."
