Fax dial tone
In the middle of a call on our home phone line, the call will just cut into the fax receiving signal when no other calls are coming in. We do have a fax machine and it only happens some of the time.

Sounds like your fax machine is opening the phone line for some reason. Maybe next time it happens, unplug your fax and see if it stops? If so, then you know for sure its your fax doing it. As for why, whats it model number? Maybe some feature has it trying to dial out? Certainly is unusual.
::Edit:: It could also be cross talk. Do you live in a apartment complex?
