Does it only occur with forwards...or forwards and replies? I ask because it can narrow your search for a setting. You can set what to include in YOUR email. Whether it's called history, original message or thread, you can set your email program to either include it as an attachment, indent it or delete it altogether. Check your settings.

I think its Webmail > Settings > Preferences > Do you want to include the original message when replying? > Check "Include message".

Can you define history? You mean the different responses in the email chain? Does anything get copied over with the reply? Also, do you notice if it loads the place to pick fonts and text size, etc?

by history I mean the email body content. Like if you email me a message and I forward that to someone the entire message erases. it happens whether its all text or if it includes pictures or anything else.

it only does it on classic webmail. I just tried it with enhanced webmail and it copies over the email content like normal. even reply works fine. Maybe ill just start using the enhanced version from now on.

The "include message" option was already selected. When I selected the "compose messages using the graphical editor" when I hit forward or reply it tells me to install a plugin. I try to install the java plugin but firefox does not allow me to install the plugin because of security risks.

The Classic view for Webmail will remove html content (pictures, links, formatting) and just leave basic test when trying to forward or reply to messages. Using the HTML editor setting will carry over formatting and links but not embedded content for pictures. You would need to use Enhanced or a outside mail problem to be able to send those items.
