Do I need to pay for both HD and standard receivers?
If i want the HD-DVR receiver, do I need to get the standard receiver too for the same tv?

No. you only need 1 box per TV. The HD-DVR does the same job as a standard receiver, its just capable ot HD output and has a hard drive inside for the DVR. And you don't actually "need" a box, a TV can be connected directly to the cable wire if it has enough signal going to it.
