When in doubt, don't click. Looks like its probably legit though. There was another post on this forum some time ago, including a mention by a mod.

OK I've tried to find the headers for it and could not...how do I do that. I have windows live mail.

I'd just delete it.
First, if Cox was to send a reward, why wouldn't they send it to your Cox account?
Second, Windows Live and Hotmail are the absolute worst for spam, phishing and scam e-mail. Those accounts are just a dumping ground for me. I never check them. I only use them to create other accounts because I don't want junk mail in my everyday accounts (Cox, Yahoo, Gmail).
Third, it's only $10.

I didn't know Windows Live Mail is now a download client. I used to have the Hotmail Connector to sync my accounts with Outlook. However, those accounts started receiving lots and lots of spam.
I wonder if they've improved the spam filtering?
