can a program be set to be recorded on the satelite unit or just the dvr?

Pretty sure you can, thats one of the main purposes of the Whole Home DVR. Should be as easy as pressing the record button on the remote when you're on the channel you want to record, or have the channel selected in the guide. For more info, see page 39-41 of Contour manual.
