You can use the app on a laptop as long as it meets the hardware and software requirements.

Have to admit the feature set is somewhat humorous.
Firstly, Live TV is a misnomer. Current Broadcast would be more correct. Actual live TV such as a news Broadcast is not possible.
Secondly,
Available outside the home! If someone has a telescope and Xray eyes this would be a plus.
Lastly, the question was never answered directly. Can I use Contour App on a laptop. The answer is of course "NO". Don't direct someone to a link.
