I am unfamiliar with the characteristics of a "garbled" signal. Care to be more descriptive? Or are you 1&D?

Garbled:
mix up, muddle, jumble, confuse, obscure, distort, scramble
The picture and audio stutters, there is tiling, the audio sputters and skips.

WELL A COX TECHNICIAN CAME OUT YESTERDAY, CHECKED EVERYTHING, REPLACED DVR, AND NOW THE PICTURE IS STILL GARBLED.
