What is preventing me from connecting to my house WIFI and how can I fix it?
I just got a Samsung Tab 3. I tested it in the store with a public WIFI and it worked perfectly but at home it does not.
When I go to connect at home I can see my router's SSID, signal strength is great, I click, it connects to the router but apparently the internet is "too slow" to return the ip address, as that is where it times out. Our 2 other phones and laptops all are connected so just incase it was a bandwidth problem, I turned them off. It still doesn't work. I checked the security settings on my router, it assigns a dynamic ip address, my assignment list is from 1 to 99 - so that isn't it, there are no filters that prevent unrecognized devices.
My security is unfortunately a WEP 64 because one of my computers runs an essential program that works perfectly but costs thousands of dollars to upgrade to work on new computers. I don't know if the old security system is a factor, I don't see why it should be.

What kind of router do you have? Also, what is the phone your having problems with?

I have a Belkin 54G router (FSD7230-4). I am not having problems with a phone, it is a new tablet, Samsung Galaxy Tab3

The device that only works on WEP, is it Wifi G or Wifi B? Sounds like maybe the tablet is trying to connect with Wifi B. If everything you have is Wifi G (even if WEP) then might be better to set the belkin to G only. See page 45-46 of manual for more info.
It might also be trying to negotiate incorrect. You could try a manual network add on the tablet. See these instructions for more info.

The device that only works on WEP is a desktop computer. I can connect it via a cable instead of going through the router but I think the other wirelessly connected lap top is still limited to WEP though 128 instead of 64. Whether it is B or G I don't know. I don't understand the question. But in the meantime I will follow your suggestions from the manual links.

A desktop with wireless? Is it using some kind of wireless card or a wireless adapter? If so, what is the model number of that?
As for the difference between B and G, they are just different methods of broadcasting Wifi. Think of it like 3G vs 4G on a cell phone. Usually a router will broadcast at the lowest (oldest) rate that any wireless device on the network needs to use. Chain is as strong as the weakest link kind of thing and Wifi B is pretty slow, like 1-2Mbps. In the end it doesn't really matter, I think what the problem is that the brand new technology is having problems with the older technology.

Okay, I tried both suggestions. Switching to G only didn't work. Then I added the network manually, and I no longer got a time out error but it's status remains in the waiting for ip address mode permanently. The manual says my next option is to do a factory data reset and add back all my apps, which at this point is not very many. Shouldn't be a problem right? Just reset it? Is that my only option? And I don't see how that would solve the problem anyway.

Problem resolved! When I set up the Tab3 after the factory reset, it asked me for the WEP password and when I entered it - it didn't accept it. I hadn't gotten an invalid password error before so, initially, I didn't think that was the problem. Then I went back to the router page and finally realized that the page of hex codes that go with my WEP security mode are the passwords, depending on which was selected. So when I used the select key, it accepted that as my password and set up the Tab3! I had changed my password at some point and didn't remember that or change it in my location for keeping that sort of information. Thank you for helping my narrow down my options to find the solution.
