No mine is protected by a WPA2 password . I cannot even get connected to it and there is no captive login (because it is protected by a regular Wi-Fi password like the home Wi-Fi )
Silly question.. Are you SURE it's a WiFi hotspot broadcast by your router, OR could it be a nearby neighbor who named their personal WiFi the exact same SSID as the Cox Hotspot SSID, to be a Pr**k..... I ask that cause someone nearby where I live has done the same thing.

I don't think that 2 hotspots can be named exactly the same but I could be wrong about that🤔

Yes, hot spots can all be named the exact same SSID, as can multiple routers. I can setup my guest network,. OR my primary to say "Cox WiFi" and require a wpa 1/2 or 3 key.

Wrong about this and everything else you have said in this thread. There isn't a router in the world that will stop you from doing this, a simple Google search would tell you this but you're obviously too dense for that.
