Do the bounce-back messages have different time statues? Meaning, these could be Deferral Messages, such as "your email (yada, yada) has not been delivered for 24, 36, 48, etc hours. 3 weeks? I'd think it'd just block your message after 72 hours.
Did you send the spam as attachments or just forward?
i just had a thought...could whoever took over cox email have changed the addresses we're supposed to use to report?
or the rules on what they accept? could you please check?
i just want this to stop. i'll deal with the spam. thanks so much.

I read your post above. When you log into webmail > you're viewing your Inbox > you check your Spam folder > return to your inbox > receive bounce-back messages from 3 week ago. This right?
Is there anything in your Draft or Sent folders in webmail? You may have something stuck in the queue on the server. Any unattended devices around your house with (infected) email clients?
It's weird you're receiving these phantom bounce-backs. You'd have to open a ticket with Cox and be persistent.

I am having the same problem for the last month. I even went back to emails I successfully forwarded as attachments to spamreport@cox.net months ago and the same emails are bouncing. I’m now inundated with spam even though I have settings within my Cox account set at highest level. Cox is the only mail service that allows spam through as I don’t have this problem with Gmail, Yahoo mail, or Hotmail. I personally don’t think Cox really cares that their inbound mail servers are being bogged down with spam. They would prefer to eliminate mail hosting altogether and hoping we all find another mail hosting service.
