Have the technicians been contractors or inhouse technicians? Usually you can tell by the way they dress and the truck that they drive. Either way, sounds like you might need to file an informal FCC complaint to get someone out there to look at the junction box. Try to have other people in the apartment complex file a complaint too. The more attention you bring to the matter, the faster it will get fixed. The frustrating part is there doesn't seem to be anything obviously wrong with your signal levels.

I understand it been going on for a long time. You need to take additional steps. File a FCC complaint. You have to force Cox's hand with these things.

the modem activation page for cox doesnt even work correctly. comcast had the same issue where you were "activation locked" until you changed the wifi band names. and most customers not knowing what the modem gateway was (192.168.0.1 for cox) or 10.0.0.1 for comcast would not be able to do it. so we on the tier 2 side would have to login to their gateway and change the bands manually. eventually they created interactive smart help to try to automate the functionality, but it was buggy at best. its a shame the same issues are happening to the same products from the same companies years and years after the issue was first noticed. its willful ignorance and serious neglect.

Yea, the Panoramic platform leased by Cox from Comcast is junk IMO. One of the worst calls Cox has made in a long time.
